Civil Project Manager
Civil Infrastructure, Bridge, Municipal Works
Richmond Hill, ON
Salary $95-$110K
Our client is seeking an experienced Project Manager to oversee municipal and heavy civil construction projects from award through close-out. This role is responsible for planning, coordination, cost control, procurement, documentation, and client communication. Responsible for daily field execution and site supervision are led by the General Superintendent, Civil Superintendent (where applicable), Site Supervisors, and Working Foremen.
The Project Manager's role is to support field leadership, ensure projects are properly resourced, and maintain alignment with contract requirements, schedule, and budget.

Key Responsibilities
Project Planning & Contract Management
- Manage projects from contract award through close-out
- Review contracts, drawings, specifications, and schedules in detail
- Develop execution plans in collaboration with Superintendents and Site Supervisors
- Identify risks, constructability challenges, and scope gaps early
Schedule, Cost & Financial Management
- Develop and maintain project schedules in coordination with field leadership
- Track project costs, commitments, and forecasted variances
- Prepare and submit progress billings
- Manage change orders, extras, and claims documentation
- Review and approve subcontractor and supplier invoices
Procurement & Resource Coordination
- Procure subcontractors, rentals, and suppliers
- Prepare scopes of work and review pricing
- Coordinate delivery of long-lead materials
- Ensure the field team has required materials, equipment, and subcontractors when needed
Field Support & Coordination (Non-Supervisory)
- Visit job sites regularly to stay informed on progress and issues
- Support Site Supervisors and Superintendents by removing constraints
- Assist with sequencing discussions and recovery planning when required
- Escalate field issues to the appropriate Superintendent
Documentation & Reporting
- Manage RFIs, submittals, shop drawings, and correspondence
- Maintain accurate project records and document control
- Prepare internal and client progress reports
- Support as-built documentation and project close-out
Safety & COR Compliance (Shared Responsibility)
- Support COR safety program across assigned projects
- Ensure required project safety documentation is in place
- Work collaboratively with the Health & Safety Coordinator (once hired), General Superintendent, and Site Supervisors
- Reinforce safety expectations but does not replace field safety leadership
- Participate in safety meetings, audits, and investigations as required
Client & Stakeholder Communication
- Act as a primary point of contact for clients, inspectors, and consultants
- Lead or attend progress meetings
- Communicate schedule impacts, changes, and risks clearly and professionally
Requirements
- 5–10+ years experience managing municipal or heavy civil projects
- Strong understanding of:
- Earthworks, underground services, concrete, and restoration
- Municipal specifications (OPSS, local standards; MTO an asset)
- Proven experience with:
- Cost control and forecasting
- Scheduling and procurement
- Change orders and progress billing
- Ability to read and interpret construction drawings and contracts
- Strong communication and organizational skills
